Special Class Railway Apprentices’ Examination, 2012

    The Union Public Service Commission will hold the Special Class Railway Apprentices’ Examination, 2012 on 29th January, 2012 for recruitment to the Special Class Apprentices in the Mechanical Department of Indian Railways. The examination will be held at various centers across the country. Candidates are required to apply only through online mode. No other mode for submission of application is allowed. For details regarding eligibility conditions, the syllabus and scheme of the examination, centres of examination, guidelines for filling up application form etc. aspirants must consult the Detailed Notice of the examination published in the Employment News/Rozgar Samachar dated 22nd October, 2011 or the UPSC website : http://www.upsc.gov.in.

Railways Take Measures to Prevent Misuse of ‘Tatkal’ Scheme

In order to prevent misuse of ‘Tatkal’ Scheme of reserving train tickets, Indian Railways have taken following measures:-

  With a view to reduce the chances of misuse of e-ticketing facility by IRCTC agent, Indian Railways has decided to stop Quick Book Option and cash card booking between 8 AM to 9 AM. Further, individual users are permitted to book only two tickets between 8 AM to 9 AM.

  Access to ‘Tatkal’ booking to the agents booking through internet has been denied during the opening hours of reservation in the morning between 8 AM to 9 AM.

  The provision of carrying one of the eight prescribed identity cards by any one of the passengers booked on ‘Tatkal’ ticket, introduced from 11th February 2011 to prevent transfer of ‘Tatkal’ tickets.

  Facility of change of name is not permissible on ‘Tatkal’ tickets.

  Regular checks are conducted by senior officials at Reservation Offices particularly during opening hours in the morning to check the activities of touts and other unscrupulous elements.

  The load of IRCTC’s server has been augmented to ensure easy accessibility to passengers booking tickets through internet.

  Refund rules have been made stringent to discourage frivolous and proxy bookings.

Real Time Train Information System (RTIS) based on ‘SIMRAN’ becomes Functional from 19TH October 2011

       In a major passenger friendly move, Indian Railways has opened the first phase of the Real Train Information System (RTIS) to  public for accurate train tracking thus heralding a new era of application of advanced communication and information technologies in various Railway related activities.

 This new tracking system is based on Satellite Imaging for Rail Navigation (SIMRAN) and has been developed jointly by the Ministry of Railways’ Research arm namely Research, Design and Standards Organization (RDSO), Lucknow  and noted engineering institute, IIT, Kanpur.

Union Minister of Railways, Shri Dinesh Trivedi inaugurated this facility during the Economic Editors’ Conference held here yesterday. 

The trains covered for this first phase are following 6-pair of trains:

          This facility will provide accurate train running information on a click of button or through SMS and will overcome limitations of the existing train information dissemination through 139 which is mainly dependent on manual collection and feeding.

 

RTIS system deployed in the trains mentioned above will provide the following information to public/passengers:

             (i)        Train locations.

 (ii)       Train running position (i.e. whether train is running on time or if   running late and by how much.  

 (iii)     Train location with respect to next stopping station in terms of  kms.

 

This information will be available on website “http://www.simran.in”.

Public may also get the train running information through SMS  by sending a text message  “ ” to mobile number  09415139139.  A typical message received by passenger say for   train number 12004, a Shatabdi Exp. trainis as under:-

         “On 19/10/2011 10:00, Train 12004 N Delhi – Lucknow Shat. is running at 129 kmph near Bharthana, 126 km from KANPUR CENTRAL. Presently Right on time”.

                The above message is actual reply received to a SMS query.

            Ministry of Railways has decided to implement RTIS to track all trains, passenger as well as freight trains in a phase manner.  For this, a work has been approved in Railway Budget 2011-12 at a cost of Rs. 110.0crore.  The project is likely to be completed by December 2012.

Sub: Revised pay limits for entitlement of School Pass, School Card Pass and Residential Card Pass.

1.   Consequent upon revision of Pay Scales on the basis of decision of the Government on the recommendations of 6th Central Pay Commission, the question of revision of existing entitlements to ‘School Pass’, ‘School Card Pass’ and ‘Residential Card Pass’ under the Railway Servants (Pass) Rules,1986 (Second Edition, 1993)
has been under Consideration of this Ministry.

2.    The matter has been examined and in exercise of the powers conferred by the proviso to Article 309 of the Constitution the President is pleased to direct that the pay limits for entitlements to ‘School Pass’, ‘School Card Pass’ and ‘Residential Card Pass’ be revised as per Advance Correction Slip No. 69 attached.

2.1    In all other respects, the existing provisions of the Railway Servants (Pass) Rules, 1986 (Second Edition,                   
1993), as amended from time to time shall Continue to apply.

   3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject: Revision of pension of pre-1996 and pre-2006 retired employees of scale Rs.6500-10500 w.r.t. Grade Pay of Rs.4600/-.

1.   A doubt has been raised by one of the Zonal Railways as to whether pension/family pension of pre-2006 retirees, who retired from the pre-revised scale of Rs.6500-10500, will be stepped up w.r.t. Grade Pay of Rs. 4600 in the light of the decision of Department of Expenditure vide their O.M. No. 1/1/2008- IC dated 13th November,2009 w.e.f.1.1.2006 to grant revised Grade Pay of Rs. 4600 in lieu of Rs. 4200 to those who were in pre-revised pay scale of Rs.6500-10500.

2.  This issue has been examined in consultation with Ministry of Finance, Department of Expenditure, and it is clarified that pre-2006 retired employees who were in the pre-revised scale of Rs.6500-10500 are not entitled for stepping up of their pension and family pension with reference to the revised Grade Pay Rs.4600/-

Travel with E-Ticket in Electronic Mode on Mobile…[Railway- irtsa.net]

   Travel with ETicket in Electronic Mode on Mobile Phones, Laptop and IPod –IRCTC Indian Railway Catering and Tourism Corporation Limited (IRCTC) has informed on its website that the Indian Railways introduced new mode of ticket verification. The new verification scheme of allowing the display of a screenshot of the E-Ticket through laptops, IPads and Mobile Phones along with the prescribed identity proof in original. There is no need to carry of printed ticket copy along with our travel. Full text of the instructions is reproduced below…Electronic Reservation Slip (ERS) – The printout in standard specified Performa containing reservation particulars, and instructions for use which can be used by the passenger along with the relevant authorized Identification, as travel authority for performing the journey. Virtual Reservation Message (VRM) – A screenshot of the eticket displayed through laptops/palmtops/ Mobile phone is referred as Virtual Reservation Message (VRM). ERS/VRM along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s)’ name(s) in the Reservation Chart will authorize the passenger to travel.VRM combined with valid photoid in original will be treated as an instrument on par with the ERS.ERS/VRM along with one of the eight prescribed proofs of identity in original will also authorize the passenger to enter the platform on the day of journey and he/she will not be required to purchase platform ticket. ERS/VRM along with original id proof will be required to be produced on demand of Ticket Checking Staff on the platform.

Reimbursement of medical expeses – Delegation of powers to Divisional Railway Managers.

1.   There have been demands by various zonal Railways, for enhancing the powers of the Divisional railway Managers for reimbursement of medical expenses of Railway employees, Incurred on the treatment of self of their dependents taken in emergencies in Private /non recognized  hospital and dispensaries. The matter has been examined in detail in consultation with Finance Directorate of Railway Board.
2.   In terms of the Board’s letter No. 2011/H/6-4/policy-1 dated 07.08.2008, powers were delegates tp DRMs to settle the claims with the concurrence of their associate finance for the reimbursement of medical expenses for the treatment take even without referral from AMO in private / recoginised/ non recoginised hospitals up to Rs. 10,000/- per case with a ceiling limit of Rs. Two lakh per year only.
3.   Ministry of Railways in partial modification of their above orders dated 07.08.2008 have now decided as follows:-
“Divisional Railway Managers are Delegated powers to sanction all reimbursement claims with concurrence of their associate finance for reimbursement of medical expenses  for the treatment take even without referral from AMO in private / recoginised/ non recoginised hospitals up to Rs. 25,000/- per case with an annual ceiling limit of  Rs.5 lakhs.”
