OFFICE MEMORANDUM

Subject: Grant of Grade Pay of Rs. 4200/- to Stenographers Grade ‘D’ of CSSS – Issuance of Zone of Consideration for placement of eligible Stenographers Grade ‘D’ in Non-Functional Selection Grade (NFSG) – regarding.
1.The undersigned is directed to refer to this Department’s O.M. No.20/49/ 2009-CS- II(B) dated 22nd June, 2011 by which a new grade of Stenographer Grade ‘D’ (NFSG) was created in grade pay of Rs.4200/- in Pay Band-2 with immediate effect in CSSS Cadre with the condition that the total number in the grade will be restricted to 30% of the sanctioned strength.
2. Based on the Common Seniority List of Stenographers Grade ‘D’, list of Stenographers Grade ‘D’ who are considered eligible for grant of NFSG is annexed to this O.M,, subject to their being found suitable by the Internal Committee to be constituted by the Cadre Units as per para 1(b) of the O.M. referred to above. Stenographers Grade ‘D’ from S.No.1 to 33 of Annexure to this O.M. who had already completed the approved service of 5 years as on 22nd June, 2011 may be granted the NFSG w.e.f, 22nd June, 2011 and Stenographers Grade ‘D’ from S.No.34 to 98 of Annexure to this O.M. who have completed the 5 years of approved service on 1 July, 2011 may be granted the NFSG w.e.f. 1st July, 2011, subject to suitability.
3. Accordingly, the Cadre Units of C are requested to place the eligible Stenographers Grade ‘D’ as given in Annexure to this 0M. in the NFSG after following the procedure as prescribed in O.M. No.20/49/2009-CS-II(B) dated 22nd June, 2011 and also furnish the details of Stenographers Grade ‘D’, if any, who have not been covered in this order and are eligible for NFSG. A copy of order in NFSG in respect of eligible Stenographers Grade ‘D’ may please be furnished to this Department for the purpose of record.
4. Cadre Units should send a report to CS-II Division, detailing the officers who have been granted NFSG, by 15th October, 2011.

Subject: Physical vacancies of Stenographers Grade ‘D’ as on 1.9.2011.
 1.          The undersigned is directed to say that consequent upon the cadre review of CSSS, the sanctioned strength of Steno Grade ‘D’ has been fixed at 1282 and accordingly the sanctioned strength of all the Cadre Units in this grade has been revised vide this Department’s O.M. No.20/51/2009-CS.II(A) (Vol.11) dated 25.2.2011 while keeping the total strength of CSSS personnel intact.

2.         In order to fill up the large number of vacancies percolating in Steno Grade ‘D’ after the cadre review of CSSS, 550 vacancies of Steno Grade ‘D’ for the SL year 2010 were intimated to SSC. The result of Steno Grade ‘C’ & ‘D’ Examination, 2010 has been declared by the SSC and 398 candidates have been recommended by the SSC for appointment as Steno Grade ‘D’ in the CSSS. Since the vacancies of Steno Grade ‘D’ in all the Cadre Units of CSSS are more than the number of candidates available for allocation, all the Cadre Units of CSSS are requested to intimate the physical vacancies of Steno Grade ‘D’ in the Annexure to this O.M. by 9.9.2011 so that proportionate allocation may be made. Subject:- Promotion of Steno Grade ‘D’ of CSSS to the Personal Assistant (PA) Grade of CSSS on ad-hoc basis.


    1.    The undersigned is directed to refer to this Department’s O.M. of even number dated 4.5.2011 on the subject mentioned above and to say that all the Cadre Units were requested to furnish the details of DPC recommendation and vigilance clearance in respect of all eligible Steno Grade ‘D’ found fit by the DPC in the ascending order of their incumbency as per the zone prescribed for adhoc promotion.

   2.    On the basis of information received from the Cadre Units, the competent authority has decided to nominate the Steno Grade ‘D’ (whose details are indicated in Annexure-I), for appointment to the grade of PA of CSSS on ad-hoc basis to other Cadre Units.

   3.    In order to ensure that officers are given exposure to working in different Ministries/ Departments, they are allowed to give three options of Cadre Units, in compliance with the consolidated instructions regarding Rotation Transfer Policy (issued vide this Department O.M. No. 13/1/2009-CS.II dated 15.7.2011). Cadre Units concerned are, therefore, requested that the information in the enclosed proforma (Annexure-II) may be forwarded to this Department latest by 22.7.2011. In case the requisite information is not received by the stipulated date, it would be presumed that the official concerned has no option to furnish and this Department
will make nomination as per availability of vacancy.

Creation of a new grade of UDC (NFSG) and Stenographer Grade ‘D’ (NFSG) in CSCS and CSSS respectively

Subject:- Creation of a new grade of UDC (NFSG) and Stenographer Grade ‘D’ (NFSG) in CSCS and CSSS respectively.


   It has been decided to create a grade of UDC ‘Non Functional Selection Grade’ (NFSG) in Central Secretariat Clerical Services (CSCS) cadre and Stenographer Grade ‘D’ (NFSG) in Central Secretariat Stenographers’ Services (CSSS) Cadre in the grade pay of Rs. 4,200/- in Pay Band-2 with immediate effect subject to the following conditions:

   (a) UDCs of CSCS and Stenographers Grade ‘D’ of CSSS shall be eligible for placement in the Non Functional Selection Grade on completion of 5 years of approved service as UDC/Stenographer Grade ‘D’ subject to the condition that the total number in the grade will be restricted to 30% of the sanctioned strength (i.e.1104 in the grade of UDC and 385 in Steno Grade ‘D’).

   (b) The officials will be placed in the Non Functional Selection Grade as per the following procedure:

     i) Department of Personnel and Training (DOP&T) will issue a Zone of Consideration for placement of eligible officials in NFSG as per the Common Seniority List prepared and maintained by DOP&T in respect of UDCs of CSCS and Stenographers Grade ‘D’ of CSSS.

     ii) An internal Committee will be constituted by the Cadre Units to review the cases of officials for placement in the Non Functional Selection Grade and to make suitable recommendations.

   iii) The Committee shall consider the last 5 years ACRs/APARs of the officials. The Committee should satisfy itself that the overall performance of the official is “GOOD” in the last 5 years ACRs/APARs. Such officials would be considered suitable for placement in the ‘NFSG’.

     iv) There should be no adverse entries in any ACR/APAR. If there are any adverse entries, it should be clearly brought out in the minutes as to why the official has been proposed for Non Functional Selection Grade in spite of adverse entries. The minutes should also include a certificate that there is no other factor or aspect affecting the official which will disqualify him/her for grant of ‘Non – Functional Selection Grade’.

     v) SC/ST officials considered for placement in their turn to the ‘NFSG’ may be included in the Select List of ‘NFSG’ even if they do not fulfil the criteria as laid down in S.No. (iii) above, provided they are not found unfit by the Committee.

   2. This issues with the concurrence of Department of Expenditure, Ministry of Finance vide their U.O. No. 10/1/2010-IC dated 14.6.2011.

Nomination of qualified candidates of Stenographer Grade C Limited Departmental Competitive Examination (LDCE), 2009

Subject- Nomination of qualified candidates of Stenographer Grade C Limited Departmental Competitive Examination (LDCE), 2009
   The under signed is directed to say that based on the results of the above mentioned examination, the staff selection commission SSC has recommended 63 candidates (General 57 and SC 6) for appointment to the Stenographer Grade C for the select list year 2009. The examination dossiers in respect of 50 qualified candidates have been received from SSC till now. Out of these 50 candidates 6 candidates have already been appointed as Grade C stenographer on regular basis. The nomination of 2 candidates has been deferred till further orders. The remaining 42 candidates are here by nominated to cadre units of CSSS as shown in the Annexure.



2. Before the nominated candidates are appointed, the cadre units are requested to ensure

i.Verification of the  particulars finished by the candidates in the dossiers with the original entries in their respective service books.
ii.Availability of vigilance clearance


3. The unfilled vacancies reserved for ST category may be carried forward to the subsequent select list year in accordance with the extant instructions/rules, as SSC has not recommended any candidate against vacancies reserved for ST category.

4. It is requested that the nominated candidates may be relieved immediately for appointment as  in the Steno Grade C nominated cadre units.These nominated candidates may be included in the select list of Steno Grade C of CSSS for the year 2009 in the manner indicated in the CSSS rules,1969. Copies of their appointment orders may be endorsed to this department and the SSC.The dossiers of nominated candidates are forwarded here with for keeping the same as part of their service books.

5. Receipt of this O.M. together with the enclosure may be acknowledged.

Subject: Combined Section Officers’/Stenographers’ (Gr.’B’/Gr.I) Limited Departmental Competitive Examination, 2006, 2007 and 2008.

1. The undersigned is directed to refer to this Department’s OM of even number dated 29th October, 2010 and subsequent reminders dated 14th January, 2011 , 14th February, 2011 and 26th April, 2011 on the subject mentioned above.

2. All the cadre units were requested to keep in readiness complete ACRS/APARs in respect of officials who applied for the Combined Limited Departmental Examination, 2006, 2007 and 2008 so that the result of the said Examination could be declared in a compressed time schedule and in a time bound manner. It was also requested to furnish the status confirming that the ACRs/APARs are in readiness in respect of candidates who appeared in the LDCE by 2.5.2011 in the proforma.

3. However, the status report so far compiled shows that only a few cadre units have furnished the the information stating that the APARs are in readiness. All the cadre units of CSS and CSSS are once again requested to initiate action for completion of ACRs/APARs in respect of candidates who appeared in the Combined LDCE immediately to enable the UPSC to finalise the results as early as possible.
